Will this work to test hair products re shampoos, conditioners, etc.

maybe and maybe not.... i would just send a quick email to the product manufacturer & ask them 2 questions: 1- what is the pH of their product(s)? and 2- will these photo strips work on your product(s)?? Overall, i would say that if the product in question is a water based product, than the strips will be close but the other chemicals may mask or interfered with the true results....

the product claims '0-14' ph but I only see seven numbers [from the picture] to compare the test strip. Can someone clarify?

The other seven numbers are in the back side of the box that you can not see in the picture. It is correct from 0 to 14 pH.

there are no instructions. how do I use them?
