i'm confused by the two price options and high shipping, help please?

Those units appear to be identical; if you have Amazon prime and order the lower-cost one there is no shipping fee. It is likely the higher priced one with all those shipping fees is from a secondary supplier, not Wheeler.

Does this gaguge measure both set and release weights on release triggers?

You could likely determine the set weight but not release weight .

Is there an auto-shut-off to keep from killing the battery if you forget to turn it off manually?

Yes it automatically turns off after 10 minutes of inactivity
