Need a knife to cut through rubber horse stall mats to fit a certain area. Would this be the answer?

That's gonna be about the hardest on a knife blade possible. I'm not sure that blade design is the best, but it should do it. I've seen carpet knives with similar shapes. You'll want to buy lots of extra blades.

Would this be good to cut carpet?

I'm not a carpet guy, but I would think that it would be fine. I'm sure there are better knives specifically designed for carpet cutting, though.

Can a saws all blade be attached to the handle?

No, but Klein sells one that does have a detachable/replaceable Sawzall, drywall saw blade. It's also foldable like this one. Its called "Klein Folding Jab Saw, Drywall Saw 31737"
