how does one mount this tape on a wall or fence?

I'm not sure which product you are referring to, but if it is our Stiky Fly Ribbon, there is a hardware kit you can purchase as well as the ribbon to mount it.

Does this have to be used inside only? Will it not work if we strung it around the turnout paddocks? That’s where they are miserable.

This works best inside or under cover/shelter. Would still be effective outside but won't last anywhere near as long because it will also catch all manner of dust and debris on the wind, as well as gnats, skeeters, etc, not just flies.
