I was able to blow decently hard to spin the propellers, which then lit up the small LED that hooks on. It's useful for demonstrating how wind power works. My 10 year old son can make it light up: My 8 yo can not.

Will this be able to generate to enough energy to charge a phone?

No. I could not get it to generate electricity.

Is this item waterproof?

No, I would not say it is water proof. It might work when exposed to water or humidity for a while but not for long. It doesn't have any sealed bearings and is open.

How do you assemble the wind turbine to make the light work?

The product web page shows how to assemble the turbine. The LED will light when there is enough wind turning the blades. You can probably make it light when you blow on the blades. LEDs only light when current is moving in one direction so try reversing the LED legs in the holder. Also, be sure you insert the motor wires as far as possible into the clip.
