Does this IV injection pad include needles?

No it doesn’t. You only get the injection pad.

How do I fill the bag with fluid?

We usually use a 50 ml syringe filled saline (1 teaspoon of table salt on a glass of lukewarm water and stir. Feel free to add red food colorant). The solution is then injected into one of the bag ports with a fairly large bore needle e.g. 18G - add 150 - 200 ml. Alternatively one can simply use a regular saline IV bag and drip tube (if you have access to this type of thing).
