Do I leave it on the new tree all year long or just the winter time?

Put the tree wrap on the trunk in the fall before freezing temperatures and take the tree wrap off after freezing temperatures in the spring. No, I am a Florida Certified Nurserman and if you have tree bores consult with a local arborist or county agent to find out what can be done to prevent them in your area. The tree wrap is excellent for sunscald, weedeater damage and that is it! Thanks, Dean Reed

Would this help to protect the thin bark on a honeylocust tree (4" diameter trunk) from squirrel damage?

Probably not I have used this product as well as this one:http://www.amazon.com/gp/aw/d/B007R5P45CAnd the second would be much better. It's more like rubber, stretchy and it's thick. The Dewitt honestly kinda feels like strong toilet paper and is good at protecting against sun scalding. However with a four inch tree you might need a couple rolls of the stuff I would recommend using for rodents.

Will this protect against voles?

I do not know if this wrap will protect against voles. We used it on a huge maple tree that got sun scald and so far it has held up well against weather and insects that might have infiltrated the break in the bark. I would assume this product might help against voles but I would personally use a spiral plastic wrap.
