Q: What are the dimensions? 12' x what?

19.75" x 12' are the dimensions for the 12' trough.

Q: why plastic and not rubber?

The material is very slick, almost like it’s Teflon coated. Easier to work with. Rubber would be much harder to work with.

Q: Does the plastic come in two different widths... one for 16"oc and one for 12"oc?

No it does not. Both troughs (the 12' and the 16') are a 20" width. So you can use the trough for a 16" oc or a 12" oc.
