Completely dirty, not in new condition

This is absolutely disgusting. There are wiry black hairs covering the boots and a wet film. Would never in a million years keep these for my toddler to wear. Clearly this was a return that was not inspected prior to reselling. I was wondering why they were suddenly on sale. Yuck!
