What is wrapped around the bar? Is it a beige fabric?

There is nothing wrapped around the bar. Just clear plastic.

If you zoom in you'll see that there definitely is something wrapped around the bar. it looks like suede to me. could it be a suede ribbon??

The picture does make it look like there is something wrapped around the bar, but the combs are just clear plastic.

How long are the teeth on these combs?

The teeth alone are 1-3/8 inches. From the base to the end of the teeth is 1-5/8 inches. The comb is just under 3-1/2 inches wide. This is a nice quality comb in my opinion.

Are these combs plastic? Is the color brown?

These appear to be dark brown.. Mine are dark, but I know they make large combs, small combs, extra long combs, in both tortoise ( brown), and clear. They are plastic, they hold really well, I have several different kinds to manage my long, fine hair. You might want to look at the different styles the Good Hair Days brand offers.
