Yes , unless they are reversed polarity , if they are they would be labeled as such , almost all guitar effect pedals and tuners are center pin negative / outer barrel positive, 5.5 mm barrel connector type However ,there are a few exceptions . Check with boss and donner for your application

Will work with the Dunlap DC power brick?

It should. I have voodoo labs one but I think all of the 9v pedals have the same size jack and these cords are same on both ends. So I don’t see why Dunlop would have a different size especially with same voltage. So yes
