Does the mat absorb water quickly?

yes it absorbs water quickly, be sure to hang up to drip dry over sink because it does drip dry. I hang mine outside and it dryies very vast

Is the material safe? What is it made of?

This mat has a surface that feel dry and if you put wet utensils on this to dry, the mat will absorb the wetness. The under side is rubber. You will need to lift the mat up periodically to wipe the surface underneath. This will be wet. I don't know what the question is referring to as to being safe. I wouldn't eat off this mat, but it is clean enough to place fruit you just washed. I have had this mat for over a month now and am quite happy with it. I have had mats with surfaces that look nice but just get wet and stay wet. This doesn't do that.
