Yes water will destroy it if it is not sealed with something like spar varnish

Why does it say “2 pack” when we only received 1?

there should have been two.Its been awhile but I think they sent me a second. by the way it didnt work as they said it cracked as irt dried.

Can I use this in my fish tank?

if you can fit in your fish tank I suppose that would work although be uncomfortable, however the clay would get wet and be hard to work with... tough call

is it waterproof can it be used outdoors?

No it is not waterproof unless you use a sealer . I coat mine with spar varnish to weatherproof it .
