Yes it comes with all the brushes. The big ones are for the face and can be used with liquid or powder products. The little ones can be for concealer or eyeshadows.

I'm a pro makeup artists have bought and given away alot of these sets because the quality and price are outstanding!  The uses of each brush are really endless, think outside the box!  My examples depending on my clients face shape and need are Left to Right Large Brushes:1.  Pointed Dome - Blush, contour, face edge, face blending, eye shadow blending, covering gray hair, or hair roots needing help.2.  Flat Top - Face Powder, Face Blending, chin, neck, hairline, blending hair root color.3.  Round Dome - Cream Foundation, Blush, Neck, Chin, Buffing after applying all face color, body color buffing (my favorite brush, due to how it applies cream foundation to flawless, no primer needed, I can't stand primers anyway) covering tattoos.4.  Slanted Flat Top - Blush, Bronzer, Face Edge, highlighters, etc.Small Brushes Left to Right:1.  Small Pointed Dome - crease, under lower lashes, under eye concealer, around nose, inner eye, blending of eye products, under eye powder like BN yellow, blending.  (my 2nd favorite brush)2.  Small Flat Top - Blending of eye color, under eye powder and blending, contouring, concealer for skin correction in chin area around brows, etc.3.  Small Dome - Similar to 2.  Same uses and many more. (3rd favorite brush)4.  Small Slanted Flat Top - Eye Shadow Blending, contour definition (brush is a must for that Kim K flawless face, if you don't have photoshop or filters like instgram lol) inner corner for under eye powder on adult crepe under eyes.Do not use shimmer brushes for matte powders or light and dark, or different areas, it's better to have more than one set so you're not ruining the look you're trying to achieve, and Wash brushes at least once a week.  IMO of course :)

Are these brushes worth it? Are they cheaply made?

I've been using them since the day after I received them and I've used pretty much every brush. One of the brush heads fell off (my son had it so that could be part of it) and I took a hot glue gun and put it right back on. My makeup looks amazing when I use these brushes and to me they're worth it. The bad smell was the bag they came in so air your brushes out for 24 hours before using. I sprayed them lightly with a brush cleaner. I really like these brushes a lot and for 11 dollars they really can be beat!

where are these brushes made?

As with 99% of makeup brushes sold in the US they are manufactured in China.  Even so called US brush companies, cosmetic companies etc have their brushes made in china, so don't let them fool you.  This is my life time industry the things I can dish out on cosmetic brands.  lol
