Does this work for voles ?

Don't know as didn't have voles but it didn't work for moles...but silly as it sounds small marshmallows from pound shop pushed down holes did...so that might work for voles as well

Would this repel rats too because of the castor oil?

I wouldn’t like to say as it hasn’t repelled the moles or should I say they seem to have disappeared for the winter. I understand moles dig deeper for warmth and so may return in the spring/summer.

Safe to use with sheep around?

Dont know. But they didn't work anyway - I had to end up using scissor traps, and even those were not especially successful - the moles just pootled around a couple of inches below ground everywhere on my veggy patch, knocking over/uprooting everything.....
