Can I paint this with the kind of paint used for fences? Or treat it with wood preserver? Or will this have a detrimental effect on the bees?

You can buy special beehive paint in traditional white. Amazon may have it or go to Thornes website.

Where in the garden would I need to put it sunny or part shade also how high up

Put it on a sunny south facing wall, fence or post at least one meter above the ground. Bees don't like a spot that is to shady, wobbles or is windy. When I first put mine up after a few months it had spider webs over it. Having looked in to this it was because the place I had put it was to dark.

Autumn and winter are coming now. Are they still good to be placed outside at this time of year or shall I wait until spring?

Hi there. I am afraid I am not an expert but my understanding is that solitary bees will have laid their eggs and used the hive spring - summer and by autumn actvity will cease and the eggs will be incubating through the winter. However, I don't see why you can't put the hive up now! Enjoy.

Ive purchased loads of bee friendly plants to go with this in my small garden-are these successful in urban areas?

They are yes especially if you’ve got bee friendly plants to attract them. Don’t expect them to move in immediately but when they come they are great to watch especially the leaf cutters
