Will i need to fit a relay with these lights

Very unlikey - current is low so normal flip/flop switch is fine in most applications ( eg my lights are 60ft from switch)

One of my lamps has a fault the other is fixed in situ what can I do please

Yes, they can be Tilted. The degree of movement will depend on what you bolt them too. Mine are mounted on the back of my Landrover so I bought new, Stainless Steel Bolts as well
