No, the paper would have to be no bigger than 8x10.

Would this work for a 8x10 picture frame?

I would say yes. I just measured the journal we used it for, and it is 8 x 10. The 8 inch side is snug, but fits and the 10 inch length has a little wiggle room. On another note, we were pleasantly surprised at the quality of the gift box. It came with a gold satin ribbon (we ordered the black box) and it was beautiful.
