Can you have seperate colors on at the ssme time?

Yes, each light is set individually. The red, green and blue are most vibrant. All of the other colors bleed at the edges (including if you are using these in white mode). Also a bummer that the frequency on the sender and lights varies from package to package. I have two sets and have to use two different remotes.

Can you just flash between red and green, or does the flash have to cycle through all the colors?

The flash cycles thru all the colors. However, you can isolate colors on individual bulbs and than possibly use the flash feature.

Can we program a cycle on these bulb? (Change the color automatically )

There is a FLASH button on the control panel. Press this button to change the color automatically.

After being powered off does this return to a default state or to the last setting it was given?

This light is memorized and keeps the color you set last time.
