How is this any different from isopropyl alcohol? according to the msds that is what this is.

This is Brian from a PANCRO: Isopropyl is only one of the part of the solution. Obviously it’s a pro grade cleaner and is proprietary in nature. I would not use Straight ISP especially on expensive lenses or filters. PANCRO is usedexclusively by ACs around the globe on expensive lenses that can be worth 50-100k. 
You can trust the product and will love the results on any camera lens or other optics that demand a perfect, streak free asthetic

Is this cleaner rated safe for all coated lenses, i.e. "No Amonia etc. that will remove or harm special lens coatings?

Can this be used to clean eyeglasses with any glare, blue light blocking and anti scratch coatings?

You certainly could use this cleaner for any type of eyeglasses but this is sooooo much overkill- I am a glasses wearer (55 years now :-( and I use this Pancro cleaner at my work on professional photography lenses. I have been using it for over 30 years and there is none better but for your glasses, save some serious money and each morning as you are brushing teeth, just run them under the faucet as hot as it can get for a bit hitting everything especially the back of the nose pieces and towel or Kleenex dry. If they're really skin oiled up, put a little hand soap on your fingers after wetting your glasses and rub the lenses between thumb & fingers briskly rinsing with hot afterward and towel or Kleenex dry. Do that every day and your glasses will stay clean & clear. Your coatings will be just fine.I've been doing that for WAY over 20 years! Note:

How do i get rid of streaks left after using this cleaner with pec pads? what am i doing wrong?

If you are having streaking, you are dragging oil out of somewhere or paint into somewhere with the pads. I've never used Pec pads but they look to be a very clean fiber pad of some sort. Around the perimeter of the element, if there is any contaminant hiding under the edge of a clamping ring or if the pad comes in contact with any painted surface you may have some transfer. I use lens cleaning tissue or Kimwipes always wiping in a circular pattern from the middle outward. There's almost always an outer ring of something so I detail the edges with Q-tips and the Pancro cleaner. Even with the best cleaner, it takes practice and a couple tries...
