I would like to know if this light is bright enough for a 3x5 outdoor sign. The light will be placed 3 or 4 feet back from the sign.

Yes, this light should work for your sign just fine. Specially if you are talking outside at night Time. Yet, this is not a spot light. It is not super bright. To go brighter you may want to go with the same type light but 20w instead. Also keep in mind the 10w is a 12v. Great if you plan to connect it to solar power.

Can this light be used on an RV?

Yes it can be used with any 12 V source of power. But however it is not bright enough for what I needed

Is this light bright enough to use on my boat to shine in the water to do some bow fishing

I'm not sure how much light you need for "bow fishing" or if you need enough light to see fish underwater, but this light is as bright as say a regular 25W bulb. It's good for a 10W light. I'd give it a try, what do you have to lose, you'll have other uses for it if it doesn't do the trick.
