Could this switch be used to connect 1 accessory to 2 different power sources? (the opposite of what is shown in the diagram)?

I don't think so, would that be reversing the electron flow and would that affect the polarity? And how the switch prevents that, I don't know, but it says in the description it does.

Can both sides of the switch be on at the same time? Controlling 2 different lights and want to be able to control them independently.

No. It's a rocker switch and it can only rock one way at a time. It has three positions. The middle position is off. And each side can control a different fixture. That's the way it's supposed to work. One at a time.

Can this on/off/on switch be used to control a lightbar with built in drl to where you can run the light in on , off, and just the drl by itself?

Not sure what drl is, but it is a dual source switch. Top and bottom positions are on, middle position is off.
