Yes, it will operate under water.

Does it comes withe the floating ball?

It does not. I bought a toilet floater and adjusted the length to fit. It works wonderfully and had not leaked.

Is the inlet made for a garden hose?

This 1/2 inch size is smaller than the standard garden hose. The 3/4 inch size accepts a standard garden hose, I tried it.
