Are these actually x-acto blades? or are they made by a company called elmers that fits x-acto?

Elmer's owns X-Acto. They are part of the same company and these are genuine X-Acto Brand blades.

The title says nonrefillable but cand you just push down the spring and fit more in

Yes, you can refill it as long as there is at least one blade left in the holder. (So you can press down the spring). Just remember that the blades are SHARP and pointed, so it's easy to cut yourself while reloading. It's a tight fit.

What is difference between #11 and #2 blades so know if have to return#11? I had planned to order #2 and received #11 by default.thanks.

The X-Acto #11 blade can be used in a Type A handle and it is a classic fine point which is smaller than the X-Acto #2 blade which is a Large Fine Point Blade that can only be used with Type B, C and D handles.
