Q: Does the handle function as a latch to keep the drawer shut?

No, it does not. You must lock the drawer to keep it shut during transport.

Q: Can the drawer be opened and close while not in a rack unit? Is there space allowance beneath it? I am planning to use it without a rack unit.

Mine is in a rack, though the other responses think so. The drawer slides in and out of a shell covering. Something will have to anchor the shell to keep it stationary for the drawer to operate properly. There are no feet on its bottom to create space.

16 inches wide, 13 deep, 5 tall.

Q: How do I punch out the holes in the back?
