Q: Is this harden steel?

It appears to be. Ground finish on front and back surface. Works great on all our Mazaks with 8 and 10 inch kitigawa chucks.

Q: Can a smaller ring be used on a larger chuck?

This style ring is designed for one chuck diameter. We offer rings with a range. Please see HHIP 3900-4669. However it only goes up to 12 inches.

Q: Does it come with instructions?

I don't recall but it's pretty simple to figure out.
