No. It does not stop when the pencil is sharpened; but, it does work well.

I'm looking for a sharpener that is not battery operated. does this have a power cord?

Yes it does. The sharpener stopped working only after using it for about two months. I will not be purchasing one again.

Does this sharpener just fit normal- diameter (thin)pencils, or will it work for the ones that have a larger diameter, like the ones preschoolers use?

I don't think it will sharpen anything other than regular pencils - when I sharpen my colored pencils, they are a perfect size.
