I bought for my two grands for virtual learning, and I ran into the same problem. I thought the mouse would pick up the closest device; however, that was not the case. I'm sorry I couldn't help you.

Does this work for phones?

The instructions say that it does. Both for iPhone and Android but I haven't tried. I'm am in process to see if it will work with my smart Blu Ray player, but I will report back when I have tried it out. Since it's Bluetooth, I thinking it does.
