What voltage should the ballast be putting out?

I really don't remember what ballast is in my handler. i have a goodman 16 seer . but i think most ballast will work its not just specifically one for the bulb will work with a few different watt bulbs

Does this produce any visible light or produce ozone? I plugged it in and didn't see any visible light or smell any ozone as I would expect.

Yes it does produce light. I have it installed above my coil and I can see a visible light at the bottom of my ac unit. Sounds like the light is not working to me. As far ozone I don't know much about that. But for the first 2 days it did put out some odor and then went away.
