Can this receiver be hooked up to a fusion amp?

It has front and rear pre-outs. But if by “fusion amp” you mean something esoteric or really odd, I don’t know. If “fusion” is just a brand name, make sure it does have line level inputs.

Does it charge and play smart phones ?

The MR632UAB is able to charge smartphones, and play them over Bluetooth.

Can you run 2 Amps with this radio??

It can, 1 for front and 1 for the rear. 2 sets of pre amp outputs.
