Is this lube safe to use on plastic/rubber keyboards like HHKB2?

Yes. This is recommended by some keyboard forum members for use on slider rails on Topre style switches such as your HHKB2. Use sparingly, applying using a small pointed paint brush.

How tall is this pen? will it fit in a edc 5.5 inch case?

It fits in my Maxpedition Micro Pocket Organizer, which is 5.5 inches.

how many drops are in it

There is little over 7ml of fluid, my best guess for number of drops is approximately 70-80 drops.
