Q: What is the PH level?

Mod Podge is said to be acid-free so the PH cannot be lower than 7.

Q: Would this be strong enough for a wall of rolled cork board?

Depends on what you are using it for. It is a glue like sealer so if you are covering the cork in order to seal it, it should work well. You may have to use several coats
