Will this fit my 4” wide cups?

I use this on all sizes of mugs. Just make sure you have the hole over your cup the tea will come out so long as you push the bottom in. It does not need to be square on the mug.

is this glass or platic type?

It’s a hard plastic like, not glass.

Are replacement parts available?

I doubt that there are any replacement parts but not totally sure.

Does this seal the top of a 16oz mug? The other 2 I purchased didn't seal the rim of the mug, it sat 1/2 way.

I use regular coffee cups, large mugs, 16 & 20 oz yetis and have never encountered any issue. When you put it over top of cup it comes out when you apply pressure to expel tea. Not sure if this helps you.
