It says right in the 'about this item' that it can be used as a clear mascara.

Is it waterproof/water resistant?

I think it would be fine if your working out or in the heat of summer, but not going to stay if you're swimming. It comes off easily with soap and water. I really like it!!!

Do you use brow pencil before or after you use the gel?
