Yes, Vanicream™ Shave Cream is formulated with titanium dioxide.

How do you stop it from clogging your razor? It says water soluble, but it will not rinse off the razor? It is like rubber.

I always keep an old toothbrush handy to clean the blades, along with still or running water. Multi-blade razors tend to clog up more, but if you ask me it would occur with any shaving cream.
