does it have a drawstring?

Yes, mine came with a drawstring.

What is the inseam measurement on these shorts?

This item is misrepresented if they are not hemmed. I am expecting a pair today and will be sending them back if not hemmed! What did they do just not hem the 9" inseam shorts and call it 10"? In my opinion it is intended to deceive.

Are they deliberately unhemmed or is that a quality control issue?

They are deliberately unhemmed but the hem is finished.
