Could this work as a tree topper with Twinkly lights in the tree?

you could, but you have to get creative as to how to get it on the tree

Is there a way to lock them to a chain so they don’t get stolen?

well, I guess if you had a small enough hasp to go around the cord above the controller....maybe.
