Is the seating part at differnet heights depending how you flip it - to accommodate younger (higher seat) and older (lower seat) child?

Yes it is.! One side is deeper seating for smaller children and the other side for older children... also it can be turned on it's legs to provide a table... they are great. I had several for my preschool, retired now but I kept one!

what is the human weight limit for the bench and the chair?

Not sure of specs but I've sat on it with my kid ( approx 230 lb total) and I wouldn't hesitate to stand on the tabletop section to reach something. They are solid.
