Im fairly certain there's only four pieces of padding because they are meant to be stacked.

Would this be good for a bookshelf ?

These will only work if there are legs of some sort. So if this bookshelf has legs then yes. However; being in the age we are don't make it too top heavy or it will tip over. Don't want to be liable for that.
