Is this pattern a good one for beginners?

If you are truly a beginner, I would say no. I would recommend a simple shift type dress, with no waistline or sleeves. The pattern is pretty simple, particularly for the sleeveless version with the regular neckline in the back. But if you are wanting to try the triangular back, I would be nervous. And, with the waist or sleeves, make certain to sew the seam lines accurately. If not pinned correctly, it could easily go askew.

Can this pattern be used for non-knit fabric?

It depends on how experienced at sewing you are. The pattern depends on give for the sleeve caps and also for some of the rounded neck facings. If you know what you are doing you can make it work, but of course, it will have a less relaxed look to it. Good luck.

Can this pattern be used for non-knit fabric?

Yes, but to an extent. On the actual pattern, on the pick-a-knit rule, you can see that you don't need that much of a give on the fabric, so as long as you take that into account when sewing, you'll be fine. Another thing you can do when sewing knit required patterns with non-knit fabric is add a zipper or buttons to make up for lack of stretchy-ness.

The elastic actually goes right above the gathered skirt on the bodice of the dress. The elastic helps to hold the dress a little closer to the body as the dress is made from knit.
