can they be painted without special prep?

Yes. I have used paint on them & finger nail polish on them

Will these work on tacking slip covers?

I would order upholstery tacks instead. They will be better able to go through material and also the wood frame of the chair, sofa etc. with a longer spike. Hope this helps.
