Will these start a fire if stored near a window? (End an argument for me)

Any magnifying glass will start a fire. That is a strange question. Any tool misused can cause damage.

I like to keep my magnifying glasses all year out in my 3-4 year old class' discovery center. How quickly do these scratch?

I keep them out for my daycare kids too. Not scratched after about two years. Well worth the expense!

Does this come with a case to store them?

no it doesn't come with case. I kept the box to store them in for a few years-until it fell apart!
