My generator plug says 120/240v this adapter isn't going to feed my camper 240v is it?

Correct. It simply allows you to plug into a 240 feed and use 120. So you will only get 120 to your camper.

Can you use this to plug into house 220 (like for a dryer) and output to 110/30 rv?

No. 220 volt is not the same as 30amp.
