Is this lamp weighted at the bottom so it doesn't tip over easily?

As many of the reviews have mentioned. The lamp has two screws that prevent the joint at the base to articulate - i.e. it is fixed. This is for a good reason because if you remove the screws, as I did, and try to move it more than slightly forward, the base will no longer support the weight and will tip over. So, if you leave the lamp as is, without removing those bottom screws, then yes, the base should work fine.

Does it use a regular e26 base light bulb

Yes...but I used a E26 led light bulb. I wanted a LED lamp, but not at the price, so I just used a LED bulb.

depends on the color of the lamp. i order white lamp, so my cord is white.
