what is the difference between the 40 oz with the pump and the 40 oz refill (besides the pump and the price)?

nothing. If you already have a pump bottle just keep the top, order cheaper refill and put the pump in the refill. I actually didn't realize you could order pumpless refill, so it is good to know.

Can you use this as a shampoo also?

Obviously this is a lathering "soap", so it can be used as a shampoo. BUT you may not like the fragrance for your hair and there are more gentle shampoos available.
