Can you use on an electric stovetop, like Jamie Oliver does?

Is this the same as the one jamie oliver uses on his 15 minute meals show where he starts sautéing on the burner before placing in the oven?

Look for Falcon Enamelware. It may be the one Jamie uses. It is British and says in the description that their products can be used on gas/electric stove hobs. It also says the pans are good to 530 degrees where this one only says 400 degrees. The Falcon pans look just like Jamie's.

Does this type of bakeware make nice looking cookies, and can you usesteel utensils on it, or should utensils be plastic?

This is only my opinion, but I have been using enamel cookware all my life. Steel is OK with it, but try not to scratch. Plastic gives off toxins from heat --or so I think, so I tend not to use it. Cookies are usually made on a cookie sheet--maybe the high sides of this pan are not appropriate for cookie making. If you have no other pan, try it. I don't know how it will work, but a cookie sheet is what's used for cookies.
