Can I charge the lithium battery without a "110V to 220V transformer" outside U.S.?

The charger that's in the box (U.S. unit) is for 110v only. My guess is that Yaesu will sell you the 220v version as an accessory. The other answers are obviously also options.

Whats the frequency range? WIll it work from 118 to128 range?

Yes, it's an Aviation radio. I use mine as a backup and constantly listen to 119.275 (AWOS) and 123.0 (CTAF) for my home airport.

Has anyone tried the localizer; does it really work? I'm on the fence between the 550 and 550L.

The 550 and the 550L are the same. The "L" comes with a lithium battery. They both will track a localizer.
