Yes, this is a cuff and stethoscope--and very nice ones at that. For the price, it's a good buy. The cuff is easy to pump up and accurate when checked by drs. Office.

Our kit was missing the instructions also, maybe other items, the shipping box did not list the contents as most do. My wife has a class this Saturday and we paid extra for 2 day delivery. I would not recommend using this company based on our wasted money and worse yet, no instruction manual for her to study prior to her class. D. Loving
