Q: Has anyone tried to use this tool for planting Zoysia plugs? Is it appropriate for that?

I used it to transplant St Augustine plugs (a little at a time just to make it easy) and it is perfect for that. Best time to do it is after a good rain or you could wet the to and from areas with a garden hose.

Q: can this be used to dig up baby trees (about 4 to 6 inches above the ground) without damaging the root system?

I would try it, but it only goes about 4 or 5 inches deep. Depends on root depth.
