Q: I want to buy an additive that can make clothes smoother. Is talc suitable?

I doubt it. Talc powder is dangerous to humans if inhaled or swallowed. Google for typical uses.

Q: What is the diameter of the talcum powder?

Something went wrong. I did not buy talcum powder, I bought fiberglass 1/4 inch long x paper thin x 1/16 inch wide slivers. In same look container.

Q: Can this be mixed with fine art Oil Paint to make it a Gritty, Sandy, and Grainy texture?

No. This product is the finest grade. When I worked at a paint factory we added talc to thicken it. For texture you need something like silica (sand), which can be purchased by grain size. You're the artist. Experiment. You can use table salt. Coffee grounds. Sugar. Play around. Sift various grains through different size meshes to come to the texture you prefer. Surely there are Youtube videos on this.
